About the EWP Buyout Program
The Emergency Watershed Protection (EWP) Buyout Program, in coordination with Lincoln County and the USDA Natural Resources Conservation Service (NRCS), offers a voluntary option for property owners to explore buyout opportunities following the South Fork Fire and the 2024 flooding.
The program is designed to reduce long-term risk to life and property in areas affected by flooding or erosion and to support the restoration of natural floodplain conditions.
Participation is entirely voluntary. Property owners may choose whether to pursue evaluation and may withdraw from the process at any time prior to closing.

How the Process Works
While each property is evaluated individually, the general process includes:
Expression of interest
Property review and eligibility determination
Appraisal by a certified third-party appraiser
Offer of just compensation
Landowner decision to accept or decline
Acquisition and closing
Structure removal (if applicable)
Site restoration
Landowners may withdraw from the program at any time prior to closing.
