The Village of Ruidoso Office of Emergency Management (OEM) coordinates emergency operations to prepare, prevent, plan, respond, and recover from all hazard events. The OEM develops, maintains, and implements the ability to direct, control, manage, and coordinate emergency operations in cooperation with County, State, and Federal governmental, nonprofit, and private sector agencies.

The Village of Ruidoso maintains planning documents that guide emergency preparedness, training, and long-term hazard mitigation.

 

2026 Integrated Preparedness Plan

The Village of Ruidoso Integrated Preparedness Plan outlines the training, exercises, and planning activities used to strengthen the community’s emergency preparedness. Developed by the Office of Emergency Management, the plan helps coordinate Village departments and partner agencies while identifying potential hazards such as flooding and wildfire. It also guides annual training priorities, response exercises, and incident management practices aligned with the National Incident Management System (NIMS).

Lincoln County Multi-Jurisdictional Hazard Mitigation Plan

The Village of Ruidoso is committed to reducing Lincoln County’s natural disaster risks and adapting to climate change. The Hazard Mitigation Plan, valid through March 17, 2029, covers Lincoln County, including the Village of Ruidoso, the City of Ruidoso Downs, the Town of Carrizozo, the Village of Capitan, the Village of Corona, plus the Claunch Pinto Soil and Water Conservation District.
