Village of Ruidoso Updates Outdoor Warning System Policy to All-Hazards Emergency Alert System

May 8, 2026 (Ruidoso, NM) — The Village of Ruidoso has officially updated its Outdoor Warning System (OWS) Policy, transitioning the system from a wildfire-focused evacuation alert tool to an all-hazards emergency warning system designed to notify the public of immediate threats to life.

Approved by the Ruidoso Village Council, the updated policy establishes consistent activation criteria for emergencies including flash flooding, wildfire incidents, and other rapidly developing life-threatening situations.

Under the revised policy, activation of the Outdoor Warning System now signifies:

“There is an immediate threat to life. Seek information and take protective actions NOW!”

Residents and visitors who hear the sirens outside of scheduled testing should immediately seek official emergency information through the following channels:

The Outdoor Warning System may be activated when:

  • An imminent threat to life exists or is expected

  • Outdoor populations are at risk

  • Immediate protective action is required

  • Other alerting methods alone may be insufficient due to time-sensitive conditions

The updated policy also outlines hazard-specific activation guidance.

For flooding emergencies:

  • Flash Flood Warnings with observed life-threatening impacts may trigger activation

  • Flash Flood Emergencies and rapid burn scar flooding will trigger activation

For wildfire incidents:

  • Red Flag Warnings alone will not activate the sirens

  • Wildfires without evacuation orders may use voice-only messaging

  • Mandatory evacuation situations and rapidly spreading wildfire threats may trigger full siren activation

The Village also reminds the public that outdoor warning sirens are designed primarily for people outdoors and may not always be heard indoors.

Residents and visitors are encouraged to maintain multiple ways of receiving emergency alerts and information. The sirens are tested on the 1st and 15th of each month at 5:00 PM.
