Village of Ruidoso Planning & Zoning


The Ruidoso Community Economic Development Department is responsible for ensuring development and land use practices that make for livable neighborhoods, a safe and healthy community, and a sustainable economy.


The planning division of the Community Economic Development Department works with the Village Council, Ruidoso Planning Commission, and citizens to guide land use and future development in the Village of Ruidoso, including building permits and inspections.



Permits are required to ensure that works meet minimum safety codes and standards. The permitting process also allows the Village to determine whether or not the project is in a flood zone. Village of Ruidoso Inspectors issue permits for all residential and commercial structures. Visit our Building, Permits & Inspections page. 


If you do work without a permit, it may affect your ability to sell your property at a future date as lenders often request proof of inspections for any changes made to a building. The Village of Ruidoso Inspectors must inspect all construction projects for both residential and commercial structures.

The Village of Ruidoso is participating community of the New Mexico MainStreet Program, a partnership created to help to improve the physical environment of Midtown and create a climate for new Ruidoso businesses and creative entrepreneurs.
