Public Comment: The Commission will take general public comments and comments on the meeting’s specific agenda items in written form via email at: AlexKoenig@ruidoso-nm.gov or by mail: 313 Cree Meadows Drive, Ruidoso, NM 88345 before January 8, 2026, at 10:00 am.

These comments will be distributed to all Commissioners for review.

a) Regular Meeting, December 2, 2025.

5. PUBLIC INPUT (Limited to items not on Public Hearing Agenda and up to 3 minutes per speaker) Pursuant to NMSA 1978, Section 10-15-1 (H)(3), The Planning Commission reserves the right to close this public meeting and enter into closed session for deliberations in connection with any administrative adjudicatory proceedings contained in this agenda. (Discussions in closed sessions are limited to the case being heard at the time of motion to enter into Closed Session pursuant to §10-15-1.H.3, NMSA 1978. No action shall be taken in closed session. Any action taken following closed session shall be taken in Open Session.)

6. QUASI-JUDICIAL PUBLIC HEARINGS (all parties with standing shall have an opportunity for cross-examination.)

a) Easement Vacation Approval Case #EV2026-01- Dennis Rich on behalf of Charles & Brenda Terry and Mark & Jolie Foster, is requesting to vacate a portion of a Utility Easement with the pending Replat of properties located at 110 Tennis Ct (Tract A, Block

2), 111 Tennis Ct (Tennis Court Tract, Block 2) & 106 Scenic Dr ( Lot 4A, Block 2) of the Juniper Hills Subdivision.

b) Easement Vacation Approval Case #EV2026-02- Luis E. Landaverde on behalf of Randal L. & Janet Wechter is requesting to vacate Easements with the pending Replat of properties located at 118 Olympia Rd (Lot 1, Block 12, Unit 2), 120 Olympia Rd ( Lot 2, Block 12, Unit 2), 122 Olympia Rd ( Lot 3, Block 12, Unit 2) of the Alto Crest Subdivision, Ruidoso, New Mexico.

c) Variance Approval Case #PV2026-01- Bob & Cindy Dolgener requests approval of a variance to encroach 15 feet into the 25-foot front setback to place a single vertical row of 8 foot x 40 foot storage containers on property zoned C-1 Community Commercial District located at 318 Gavilan Canyon Road, Tract 2 of the John Brown Tracts.

d) Site Plan Appproval Case #SP2026-01- Village of Ruidoso on behalf of the Sierra Blanca Regional Airport is requesting Site Plan approval for the development of a renewable fuels facility located at 1000 NM-220, A Tract of Land Located Within Lincoln County, Alto, NM 88312.

e) Site Plan Appproval Case #SP2026-02- Karla Murillo on behalf of ENMU Ruidoso is requesting Site Plan approval for the development of a new Workforce Training Facility located at 721 Mechem Drive, Lot 6 of the C.A. Eiland Tract, Ruidoso, New Mexico.

*Action setting meeting dates of Public Meetings for the Planning Commission for the year of 2026 in accordance with the Open Meetings Act.
