Public Comment: The Commission will take general public comments and comments on the meeting’s specific agenda items in written form via email at: AlexKoenig@ruidoso-nm.gov or by mail: 313 Cree Meadows Drive, Ruidoso, NM 88345 before January 8, 2026, at 10:00 am.

These comments will be distributed to all Commissioners for review.

1. CALL TO ORDER, ROLL CALL, AND DECLARATIONS OF CONFLICT OF INTEREST

a) Regular Meeting, December 2, 2025.

b) Regular Meeting, January 8, 2026.

5. PUBLIC INPUT (Limited to items not on Public Hearing Agenda and up to 3 minutes per speaker) Pursuant to NMSA 1978, Section 10-15-1 (H)(3), The Planning Commission reserves the right to close this public meeting and enter into closed session for deliberations in connection with any administrative adjudicatory proceedings contained in this agenda. (Discussions in closed sessions are limited to the case being heard at the time of motion to enter into Closed Session pursuant to §10-15-1.H.3, NMSA 1978. No action shall be taken in closed session. Any action taken following closed session shall be taken in Open Session.)

6. QUASI-JUDICIAL PUBLIC HEARINGS (all parties with standing shall have an opportunity for cross-examination.)

a) Easement Vacation Approval Case #EV2026-01- Dennis Rich on behalf of Charles & Brenda Terry and Mark & Jolie Foster, is requesting to vacate a portion of a Utility Easement with the pending Replat of properties located at 110 Tennis Ct (Tract A, Block

2), 111 Tennis Ct (Tennis Court Tract, Block 2) & 106 Scenic Dr ( Lot 4A, Block 2) of the Juniper Hills Subdivision. This item was tabled by the Commission at the January 8, 2026, meeting.

b) Easement Vacation Approval Case #EV2026-03- Dennis Rich on behalf of Jason & Julia Lorenz is requesting to vacate Easements with the pending Replat of properties located at 475 Warwick Drive (Lot 36A, Block 3) and (Lot 36B, Block 3), of the Camelot Mountain Tracts, Ruidoso, New Mexico.

c) Variance Approval Case #PV2026-02- Ridgeline Cabins LLC requests approval of a variance to encroach 10 feet into the 15 foot front setback for the construction of a new single-family residence on property zoned R-1 Single-Family Residential District located at 109 Kilimanjaro Drive, Lot 15, Block 17, Unit 2, of the Alto Crest Subdivision.

d) Appeal of Administrative Determination- Chris and Dianna Goff are appealing the staff determination under Section 54-72(b) of the Village of Ruidoso Code that short-term rentals may not be permitted at 110 Horton Circle as the primary use of the property is commercial.

7. NEW BUSINESS

a) Review and Discussion of Draft Future Land Use Map to be included in the Comprehensive Plan Update.
