Public Comment: The Commission will take general public comments and comments on the meeting’s specific agenda items in written form via email at CommunityDevelopment@ruidoso-nm.gov or by mail: 313 Cree Meadows Drive, Ruidoso, NM 88345 before October 6, 2026, at 10:00 am. These comments will be distributed to all Commissioners for review.

a) Regular Meeting, September 1, 2026.

Pursuant to NMSA 1978, Section 10-15-1 (H)(3), The Planning Commission reserves the right to close this public meeting and enter into closed session for deliberations in connection with any administrative adjudicatory proceedings contained in this agenda. (Discussions in closed sessions are limited to the case being heard at the time of motion to enter into Closed Session pursuant to §10-15-1.H.3, NMSA 1978. No action shall be taken in closed session. Any action taken following closed session shall be taken in Open Session.)

6. QUASI-JUDICIAL PUBLIC HEARINGS (all parties with standing shall have an opportunity for cross-examination.)

a) Rezone Recommendation Case #RZ2026-02 – Harvey Foster on behalf of K3G LLC, is requesting a zone map amendment recommendation to Village Council to rezone property currently zoned C-2 Community Commercial District to R-1 Single-Family Residential District, located in the vicinity of Crown Drive, legally described as Tract 1A, in Section 36, Township 11 South, Range 13 East, New Mexico Principal Meridian, Ruidoso, New Mexico, 88345.

b) Variance Approval Case #PV2026-16 – Frank G. Carmelo is requesting Variance approval to encroach into the side setback to allow for the construction of a deck on property zoned M-1 Low-Density Mobile Home District located at 107 Dogwood Drive, Lot 9, Block 7, Unit I of the Ponderosa Heights Subdivision, Ruidoso, New Mexico, 88345.

6. NEW BUSINESS

a) Discussion and possible recommendation to amend the Village of Ruidoso Municipal Code Ordinance 2026-10 regarding Section 54-72- Overlay Zones, addressing Short Term Rental permitting language and reinstating the deleted language requiring Short Term Rentals to obtain a Village of Ruidoso business registration.

b) Discussion and possible recommendation to amend the Village of Ruidoso Municipal Code Ordinances Chapter 54, Section 54-66, revising and adding Definitions regarding Manufactured Housing and Section 54-84 - Use Table, revising the allowable-use designations applicable to Manufactured Housing.
