Upper Canyon Main Road Bridge Replacement Project

The Main Road Bridge Project is set to kick-off in January 2018. There will be a lot of information coming out over the next few weeks about construction schedules, detour routes, and how to navigate the Upper Canyon during the project. Keep checking this page for updates.

The project will widen the existing Main Road bridge which has been badly damaged over the years during various flood events. Ultimately, this will make it safer for all residents living in the Upper Canyon as the wider bridge will allow for more vehicles to move in and out of the area in the event of an emergency.

The current bridge is approximately one-and-a-half lanes, making it impossible for two cars to pass on the bridge. The new bridge will be three lanes wide, giving the Village of Ruidoso more capacity to move large equipment through the area when needed for projects or in the event of emergencies or evacuations.

Construction is scheduled to begin on January 20, 2018, with an estimated duration of 120 days. The bridge will not be closed for 120 days. That is the estimated duration of the project from start to finish.

On October 12, 2017, the Village and Zia Engineering conducted a public status meeting at the Upper Canyon Lodging Company in order to update the affected property owners and explain the project challenges, construction schedule, USACE permitting and final design. An emphasis will be placed on signage and advertising the traffic detour alignment, weather and timing.  A public information campaign was developed to keep everyone informed throughout the project.  The invitation for bid on this project was officially advertised on October 27, 2017.  A mandatory pre-bid conference was held on November 6, 2017, with approximately 19 contractors in attendance.

The winning bid for construction was awarded to Roper Construction during a special meeting of the village council on December 19, 2017. This project is funded by a grant from EDA and Village General Fund.

The project area is identified within Section 27 of Township 11 South, Range 13 East, within the Village of Ruidoso, New Mexico. The existing crossing structure
is a girder bridge with a 32-foot span over the Rio Ruidoso. The upstream and downstream wing walls are oriented at various angles. The elevation of the top chord of the structure is approximately 6825 feet (NAVD88) with a girder that extends approximately 5-feet below the top chord. The existing channel is a well- defined watercourse composed of large boulders. The existing channel is approximately 28 feet wide and ranges from approximately 4 to 9 feet tall. The channel sidewalls are stepped with steep side slopes lined with gunite to prevent erosion. The proposed crossing structure is a ConSpan Arch culvert with a 28-foot span and a 6.78 foot rise. The ConSpan Arch bridge system has been purchased by the Village of Ruidoso and has been delivered to the Sierra Blanca Regional Airport. The upstream and downstream wing walls are oriented at various angles. The average elevation of the roadway is approximately 6825 feet with a headwall that extends approximately 3 feet above the roadway. The proposed channel is approximately 28 feet wide and 6 feet tall. The proposed channel sidewalls will be stabilized with gabion baskets.

  • PUBLIC INPUT: After multiple meetings and using input received from Upper Canyon residents and business owners, the original timeline of September-December set by the VOR was moved to January-April to better accommodate the needs of the citizens.

  • DETOUR: A clearly marked detour will be available to all residents and businesses affected by the bridge closure. The VOR has been working diligently to improve the detour route by patching potholes, widening the road, grooming the corners, and adding lighting. View detour map and videos.

  • SNOW/ICE REMOVAL: Since the construction will be taking place during the winter months, a dedicated sand spreader and salt truck will be staged on the detour route for the duration for the duration of the project.

  • PUBLIC SAFETY: The response times of the Ruidoso Fire Department and the Ruidoso Police Department will not be affected by the construction and the detour route.

The Village will distribute information regularly using local media, this website and the Village of Ruidoso Municipal Facebook page. Copies of the Detour Route will be available for distribution along with ride-along videos. In addition, the Village will ensure that the route is clearly marked and easy to follow. It is important to note that at the point where the bridge is being replaced, there will not be any pass-through into the Upper Canyon. Points beyond the Main Bridge will have to be accessed by the backside of the Detour Route which is entered on Porr Dr. off of Mechem by Albertson’s.
