Proposed Manufactured Home Zoning Update Goes Before Village Council September 8
August 28, 2026 (RUIDOSO, NM) — The Village of Ruidoso will hold a public hearing on Tuesday, September 8, 2026, at 1:00 PM to consider a proposed ordinance that would change how HUD-certified manufactured homes are treated under Village zoning regulations.
Ordinance 2026-12 would provide the same zoning treatment for HUD-certified single-section and multi-section manufactured homes. Currently, the Village’s Land Development Code distinguishes between the two types. Gmail - notice of Ordinance Amendment.pdf
What Would Change?
Under the proposed ordinance, both single-section and multi-section homes that meet applicable U.S. Department of Housing and Urban Development (HUD) manufactured housing standards would be classified and regulated as manufactured homes.
The amendment would:
Eliminate the zoning distinction between single-section and multi-section HUD-certified manufactured homes.
Revise the definitions of “Manufactured Home,” “Mobile Home,” and “Permanent Foundation.”
Remove the separate definition of “Multi-section Manufactured Home.”
Apply the existing allowable-use designations for multi-section manufactured homes to the broader “Manufactured Home” classification.
Maintain the distinction between HUD-certified manufactured homes and mobile homes that do not meet applicable HUD manufactured housing standards. Village of Ruidoso - 26-030 Single wide homes
The proposed ordinance does not make manufactured homes allowable in every zoning district. Rather, HUD-certified single-section and multi-section manufactured homes would receive the same zoning treatment in districts where multi-section manufactured homes are currently allowed.
