State Verifying 2024 Private Property Debris Removal Applications: What Property Owners Need to Know

November 25, 2025 (Ruidoso, NM)—The New Mexico Department of Homeland Security and Emergency Management (DHSEM) is currently verifying information submitted for the 2024 Private Property Debris Removal (PPDR) Program. This review supports ongoing efforts to remove hazardous debris from properties affected by the 2024 fire and subsequent floods.

You Will Not Experience Delays Due to Insurance

DHSEM’s top priority is removing hazardous debris as quickly and safely as possible. Debris removal services will not be delayed while insurance questions are resolved. Work can begin even if your insurance claim is still pending.

Are You Still Eligible If You Have Insurance? Yes.

All residents impacted by the fire or resulting floods are eligible for the State debris removal program — including property owners who have insurance coverage.

However, Federal regulations require the State to prevent “duplication of benefits.” This means:

• You cannot keep an insurance payment for debris removal if the State performs debris removal on your property.

• DHSEM will work with you and your insurance provider to ensure any insurance funds specifically designated for debris removal are repaid to the State’s Full-Service Debris Removal Program.

• This applies only to debris removal.

You will keep all other insurance payments related to services not covered by the State program.

These rules ensure compliance while still allowing DHSEM to move forward quickly with cleanup.
