Village of Ruidoso Approves FY2028–2032 Infrastructure Capital Improvement Plan Priorities

June 25, 2026 (Ruidoso, NM) — The Village of Ruidoso has approved its top infrastructure priorities for the FY2028–2032 Infrastructure Capital Improvement Plan (ICIP), reaffirming its long-term commitment to improving public safety, strengthening critical infrastructure, supporting workforce housing, and building a more resilient community.

The Infrastructure Capital Improvement Plan (ICIP) is a five-year planning document that helps municipalities identify, prioritize, and sequence major capital projects needed to serve the community. Updated annually, the plan guides long-range infrastructure planning and allows the Village to submit its highest-priority projects for consideration during future New Mexico legislative capital outlay sessions.

Although the ICIP itself is not a funding application, it plays an important role in securing future state and federal investment. During the 2026 Legislative Session, the Village was awarded $2.5 million for roadway improvements and $2.5 million for sewer improvements, demonstrating continued progress toward addressing critical infrastructure needs.

FY2028–2032 ICIP Top 10 Priorities

The Village Council approved the following projects as its highest infrastructure priorities:

1. Aerial Fire Truck

2. Street & Drainage Improvements

3. Workforce Housing

4. Bridge Replacement Projects – FEMA

5. Sewer Line Relocations – FEMA

6. Water Line Infrastructure Improvements

7. Sewer Line Extensions

8. Removal of Trees & Watershed Improvements

9. Rio Ruidoso Restoration / Flood Hazard Mitigation

10. Airport Terminal Rehabilitation

These projects reflect the Village’s ongoing focus on public safety, flood mitigation, infrastructure modernization, environmental stewardship, transportation improvements, and sustainable community growth.

As infrastructure needs evolve, the ICIP is reviewed and updated each year to reflect current priorities, emerging opportunities, and the Village’s continued commitment to improving quality of life for residents while supporting future economic development.
