Federal Proposal on Roadless Area Management Open for Public Comment

August 18, 2026 (Ruidoso, NM) — The U.S. Department of Agriculture (USDA) has announced a proposed rule that would rescind the 2001 Roadless Area Conservation Rule, a nationwide policy governing the management of designated inventoried roadless areas within the National Forest System. The proposal has been released for public review and comment.

The proposal is part of a nationwide federal rulemaking process and is not specific to the Lincoln National Forest or the Village of Ruidoso. If adopted, it would replace the current nationwide rule with a framework that allows future roadless-area management decisions to be made through forest-level planning and existing land management processes. The proposal does not immediately change management of the Lincoln National Forest, nor does it automatically authorize road construction or timber harvesting.

Because Ruidoso is adjacent to the Lincoln National Forest, residents who follow public land management issues may wish to be aware of the proposal and the opportunity to participate in the federal review process.

Public Comment Period

The U.S. Forest Service is accepting public comments on the proposed rule and the accompanying Draft Environmental Impact Statement through September 21, 2026.
