Public Notice: EDA NEPA/NHPA Review – Upper Canyon Restoration & Revitalization Project
May 29, 2026 (Ruidoso, NM) — The Village of Ruidoso is providing public notice regarding the U.S. Department of Commerce Economic Development Administration’s environmental review process associated with the proposed Upper Canyon Restoration & Revitalization Project in Ruidoso, Lincoln County, New Mexico.
Pursuant to the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), the Economic Development Administration (EDA) is conducting an assessment of the potential of the proposed project to affect the environment and/or historic properties.

If you have information regarding potential impacts to historic properties or environmental resources, including wetlands or floodplains associated with the proposed project, comments may be submitted through:

Project Information
The proposed project is intended to support infrastructure restoration, flood resiliency, environmental stabilization, and community revitalization efforts within the Upper Canyon area of the Village of Ruidoso.
Project activities may include:
Drainage and stormwater improvements
Roadway and utility infrastructure rehabilitation
Erosion control measures
Environmental restoration activities
Related public infrastructure enhancements necessary to improve long-term resiliency and reduce future disaster impacts
The project area is located within the municipal boundaries of the Village of Ruidoso, Lincoln County, New Mexico. Construction activities are anticipated to occur primarily within existing public rights-of-way and municipally owned property.

The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from the Village of Ruidoso to construct the Ruidoso Upper Canyon Restoration & Revitalization Project in Ruidoso, Lincoln County, New Mexico.
Pursuant to the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), EDA is conducting an assessment of the potential of the proposed project to affect the environment and/or historic properties. Notice is hereby given that the project is proposed to be located in, or may affect, a floodplain and/or wetland as defined by Executive Order (EO) 11988 and/or EO 11990.
Comments received in the EDA Regional Office by 5:00 PM Central Time on June 28, 2026, will be considered. A copy of the NEPA/NHPA decisional document will be available upon request at the above EDA Regional Office.
